41 Low Cost High Time Commitment Low Time Commitment High Cost Use the tool to reflect on what you believe about the potential success of a solution cluster. There is no right answer for this exercise - use your best judgment to prompt a productive discussion. The most effective solutions are ones that do not require lots of money or time to imple- ment, though solutions that meet this criteria are rare. High impact, high effort solutions might also be advanced, if the effort is worth the potential impact. Depending on the resources you have to put towards this project, solutions that require lots of time and/or lots of money to implement may still be viable. High cost, high time commitment solutions should be avoided, if possible.
